Blue 'warning notices' to highlight new parking restrictions for Lincolnshire motorists

Starting on Monday 19 November, motorists will get blue 'warning notices' during a two week period of grace, as a helpful reminder that parking restrictions exist where they have left their vehicle.

Parking enforcement will start for real from 3 December, after the county council receives new powers from the Department for Transport, to help keep people moving around the county, reduce congestion from inconsiderate parking and support shops with parking bays close by.

Twenty enforcement officers, wearing distinctive navy and green uniforms, will take to the streets to enforce existing 'on street' traffic restrictions including double and single yellow lines, yellow kerb no loading or unloading markings, and limited waiting times in parking bays. The officers will not be set targets to meet.

Executive Member for Highways and Transportation, Councillor William Webb, said: "Each day we get one step closer towards making motorists' lives that bit easier, helping to keep them on the move by reducing inconsiderate, and sometimes dangerous, parking and supporting local shops too."

Parking enforcement is something the government is encouraging all local authorities to take on. The number of tickets issued will increase at first, as this is something that hasn't been regularly enforced by the police for a number of years.

A new online parking manual for motorists can be downloaded from the Lincolnshire County Council website.

    “Agreed - it's wrong my virtue of omission and over-simplification. The primary purpose of the link however was to illustrate that there is no such thing as road tax and the revenue from VED is not ring-fenced for road building and maintenance. Therefore the "I pay my road tax and should therefore be allowed to do whatever I please on the road" approach is fatally flawed.

    Vehicle Excise Duty is paid to the Government just the same as any other tax......hey wait a minute, theyve called it "duty" and not "tax" now i am stumped. Your correct though, there is only one pot into which all the money goes so as a taxpayer thats MY road and i WONT have it PRIVATISED by resident parking schemes by LCC or any other two bit Council.”

This effectivly makes the road private and therefore the residents should pay for its FULL UPKEEP and my tax should NOT be used."

    When will people who make this fallacy of an argument realise that there is no such thing as road tax and hasn't been since 1937? Paying car tax doesn't entitle you to park where you want, when you want.

    “I frequently visit town daily as part of my job and spend up to 15/20 minutes there. But to do this I have to spend up to 45 minutes waiting for one of the 30 minute, 1 hour or two hour bays to become free. My issue is with disabled drivers abusing these bays. I always see disabled bays empty around town but all disabled drivers park in the marked short stay bays. Why? Because it gives them all day free parking where as disabled bays are only 3 hours.
    One solution would be to install parking meters (such as one at the council office) which gives you a ticket to state when you arrived. Traffic wardens / parking officers should be mandatory in town centre's (at least 4 required in Lincoln in my opinion, and 2 on moped/cycle to travel around the outer areas of town checking double yellows, residents bays etc.) to catch people who abuse the system and get away with it, instead a lot of these people will continue to do this and maybe once in a blue moon will get a ticket and ask why they got it?”

    Why do you need to do all the hinting RoadRash? If you think it's disabled people / blue badge owners that are at fault for all the illegal parking in Lincoln, just say it. Or is your intention to get someone else to say "disabled people" so you can then be all high and mighty and take the "better than thou who doth mention the disabled" approach?”

    Your 'friend' must not want you to vist roadscurge, if they did they would give you a vistors permit, which the council supplies to them when they buy their Residents permit, for occassions such as this.”

    “I think from now on the Planning Authority should turn down all applications for any building including private residences unless adequate car parking is provided for it to cater for its peak number of expected visitors without the need to use the public highway as a car park. Im absolutely sick and tired of not being able to park because of lack of parking facilities.
