Council board 'reluctantly' approve garden waste collection charges in Lincolnshire district
New charges for garden waste collection in a Lincolnshire district have been approved by the North Kesteven District Council Executive Board, this afternoon.
Full membership of the council will now take the final decision on the charge on December 13 after the board 'reluctantly' recommended it as a cost saving method.

The move aims to offset the £770,000 annual cost for collection of the bins, without making significant increases to council tax.
If the proposal is passed an annual fee of £25 will be introduced in April 2013, after the service has been provided for free since 2004.

Homeowners can opt out of the bin collection, still keeping their garden waste bin, but they will have to deal with the recycling themselves.
Council Leader Cllr Marion Brighton OBE, said: "The proposal to charge is made reluctantly. It is not a service which we have to provide, but one we know is well-used and much valued; however in the interests of all residents we believe that it is fairer that only those people wishing to use it are the ones who pay for it.
“With the proposed charge of £25 per year amounting to less than 50 pence per week, I believe that this represents very good value for money, compared with the costs of making trips to household waste recycling centres such as Whisby, Sleaford, Lincoln and Leadenham.
“We know that it will not prove popular with everyone but hope they will appreciate that it is part of our endeavours to keep Council Tax down at a time of reduced Government financial support."
Households are now being encouraged to home compost and NKDC are promoting a discount offer on compost bins.
The discounted home compost bin offer can be accessed by calling 0844 571 4444 and quoting LCC06A or at www.lincscc.getcomposting.com. A 220l or 330l bin can be bought for £16 or £19, with a second at half price.

“I can't say that I'm too chuffed about the intended extra charge on the council tax - but as we are all aware there is not as much funding available to be spread around.
Doing the maths I can't see that anybody will be able to better the 50 pence per week charge to dispose of their garden waste - even fly-tipping it will cost more in fuel and wear and tear than £25 a year.”

I have worked with ASD affected children for a long time. People have been affected with ASD long before pollution was 'invented'. There is no link.

“The garden bins were introduced to reduce the amount of landfill and so the council could claim that we had a "Weekly" bin collection. Well obviously this will mean that garden waste goes back into landfill and the council will no longer be able to claim that we have a "Weekly" collection, although I expect them to claim there there is a "Weekly" collection available.”

“OldLincolnia - The council up West Yorkshire where I lived was much worse than NKDC so I can see where you are coming from with that. You also point out that their re-cycling record is amongst the very best, and I will fully agree with you on that. By charging for the brown bins though they are going to destroy their excellent record on re-cycling, and as for the dozen or so on here I think you may find that most people do not comment on newspaper articles so I would suggest it may be more in the thousands who disagree with the charging idea.”

“We had the option in West Lindsey a few years back, pay and get a bin do not pay and not get one. Then 6 months into a year that many of us had paid for they gave free green bins to everybody. Seems we who paid got stuffed slightly, but no offer of a refund or suchlike.
Anyway people these councils have got to get the money to pay pensions from somewhere.
You can grin and bear it or just bear it, the first will make others feel better.”

“I guarantee if you had to live with a really poor Council as I have done in the North West in the past you would not make such childish and uneducated remarks about NKDC. To me they are as good as it gets for a rural council, and their recycling record is amongst the very best. Keep it up Marion, you have the support of the majority of that there is no doubt.
