Lincolnshire County Council starts parking enforcement today

After a two week period of grace, when motorists were issued with 'warning notices', the county council starts parking enforcement today (3 Dec 2012).

A team of 20 enforcement officers will work across the county. This is similar to the number of traffic wardens the police employed when the restrictions were enforced more regularly several years ago.

The team will take a sensible approach to enforce parking and waiting restrictions. They will not have targets to meet for issuing tickets (penalty charge notices).

Having an appropriate level of enforcement in place for the county will help keep motorists moving, reduce congestion caused by inconsiderate parking and support local shops with parking bays nearby.

Motorists need to make sure they know what all the road 'signs and lines' mean to avoid being fined £70 or £50, and should always park considerately, without causing an obstruction to other people.

The new powers introduce two new restrictions that will be enforced for the first time:

  • Dropped kerbs – to allow those with wheelchairs or pushchairs to cross more easily
  • Double parking – so that people don't cause an obstruction by parking too far from the kerb

    “Yes there is a sign on Waterside South but taking the sign to the letter of the law means that Wilko's, Boots, Central Market, The fruit and veg market and some shops on Sincil Street would never get deliveries so a bit of common sense has to apply.”

    the signs on Waterside South are quite clear. There is a huge 'No Entry' sign at the entrance to Waterside South, along with a sign saying 'Pedestrian precinct, no vehicles at any time'. There are also no parking signs on all the lamposts leading down to the square where the ice rink is being set up.

    If people can't read or ignore the signs, then it's their problem when they get a ticket. As to disabled people being forced out of town, they have their own designated bays all over the place, and I'm sure we won't see any decline in the numbers of blue badge holders parking on the double yellow lines in St Mary's Street, which they are entitled to do.”

    The government is encouraging all local authorities to take on parking enforcement. It's something the police haven't enforced regularly for some years.

    The new enforcement officers will patrol all streets where parking restrictions exist, but will spend more time in the main urban areas because that is where most of the parking issues are.

    The restrictions help keep people moving, reduce dangerous and inconsiderate parking, and mean people can use parking bays near their local shop without having to pay for parking.

    This isn't about making money - the cost of the scheme is expected to be more than the income. The officers are NOT set quotas to meet and the fine levels are set in line with government guidance.

    As long as motorists stick to the 'signs and lines' they will have nothing to worry about.”

    There will be 20 wardens, "similar to the number of traffic wardens" the police used. What is similar to 20?

    200? 21? 19? 2? What does 'similar' mean in this context?

    "...when the restrictions were enforced more regularly several years ago" - Either they rules will be upheld daily, or they will not. What does 'more regularly' men in this context?

    I'm no expert, but doesn't a second person reading what you write and asking simple questions help ensure clarity?

    My current employer includes a Freepost address on all correspondence to return any letters that are not clear in their meaning. Individual workers can then be taken to task for failing their public duty.

    I appreciate the Echo is a private sector company, but surely it depends on its role of providing news to the public for its survival.

How realistic is it that I am going to pay £1.50 to park in one of the car parks if I need to just nip into town for ten minutes to buy one or two items am just going to get it from the internet with free delivery.”
