Alison Cunningham, prosecuting, told Lincoln Crown Court as the teenager made her way along a dark stretch of street she became aware she was being followed.
She said: "She crossed the road and started feeling scared.
"She began walking quicker. She then turned around and felt the man touch her. She was shocked."
Mrs Cunningham said Pic then struck the teenager in the face and offered to pay her £20 for sex.
The woman swore at Pic and he ran off.
Officers arrested Pic in Norfolk Street and he later confessed to groping the woman.
The victim told police she was terrified Pic was going to grab hold of her and rape her.
Pic, 23, of no fixed address, admitted sexual assault on February 11, 2008. He was jailed for nine months and placed on the sex offenders' register for ten years.
Elizabeth Power, defending, said Pic was drunk at the time.
She said he now has a settled address in Poland and has a job.
