A brand new primary school is included in the plans.
Community facilities, open space and vehicle and pedestrian access are also planned.
Chris Panton, planning team leader, said: “The District Council has 16 weeks to consider the planning application as it requires an Environmental Statement, and as with any application, we are keen to hear the views of local people on the proposed scheme.”
Gladman and AR and MA Prigeon submitted the application.
People with houses or land close to the site will receive letters from East Lindsey District Council about the plans.
They will be invited to give their views on the plans.
