Proposed changes to car park fees in Lincolnshire 'are fair to everyone'

PROPOSED changes to car park charges in East Lindsey have been described as fair by executive councillors.

East Lindsey District Council's Executive Board has agreed to recommend a number of proposals relating to the council's car parks which will be decided at the authority's full council meeting in January.

  1. Car parks

These include proposed fee increases at short, medium and long-stay car parks; car parks which are currently free all day will become chargeable but retaining an hour of free parking, and the introduction of Sunday parking charges across the district.

The proposed changes also include an equalisation of parking charges across the district, meaning parking charges and the daily charging period will be the same whether you are on the coast or in a market town.

Councillor Tony Bridges, portfolio holder for the environment, presented his report to the executive board, building on the work of the all-party scrutiny panel.

He said: "This is about fairness across the district. There has been inconsistencies in the past and it is time these are addressed. This council has had cuts imposed upon it and we are expecting more. Car parking is part of the revenue stream. This council has not put up car parking charges since 2008 and I don't think it is unreasonable to put up charges when many equate to a rise of just 20p."

He said the alternative could be to increase council tax but he said it would be unfair to expect residents who do not drive or use public transport to incur an increase in council tax.

Councillor Doreen Stephenson, leader of East Lindsey District Council agreed this is a fairer way, especially as there has never been any free car parking in Skegness. Councillor Adam Grist supported the report but called for any changes to be monitored, particularly for any potential impact on the local economy. Councillor John Upsall, portfolio holder for finance said car parking was something the council agreed to look into nearly a year ago.

He said: "This council has contained the lowest council tax by a long way and we keep balancing the books without losing frontline services. It is certainly not unreasonable to increase car parking since it has not changed since 2008."

Last week, the Target, using information supplied by East Lindsey District Council, listed The Mall car park in Woodhall Spa as one of the car parks which could go paid for after the first hour. This is a privately owned car park. The car parks affected by the changes in the town are the car parks on Royal Square and the Broadway.

    “"Car parking is part of the revenue stream" - unless people don't visit the towns and income drops! If that happens businesses close and council tax revenue falls correspondingly, whilst unemployment rises and the costs of social/welfare support go with it. Any councillor that considers increasing car parking charges at a time when businesses and people are struggling to make ends meet is in my opinion a prat.”

    “Dear Mogsy, I do appreciate there are individual circumstances. It was not my intention to be unkind and certainly not rude. That said, I'm 79 my disabled wife 78. We live in the marsh, 8 houses along a 2 mile lane and 2.5 miles from our nearest village shop which I visit twice a week on my cycle. Please forgive me when I say in the nicest possible way, stop moaning, your life is what YOU made it!”

    “Dear Mr Armyoldsweat-we don't all live on the doorstep of shops. We are both over 60 and fairly fit but have a 2 mile walk with almost 1 mile of that with no footpath -do you suggest we pay £5 to park in Coningsby car park. If this were the case then we would hardly shop there at all. We tend to use the main car park at the rear of the police station and walk to where we need to go. Think before you speak/write next time.”

    “1st. As a near octogenerian advanced driver with a wheelchair user wife I would suggest East Lindsey impose a £2 minimum street parking fee and £5 across the board charge for all District Council car parks. This would go a long way to make people use their legs more, discourage idleness, keep fit and help eliminate obesity. Most are too idle to walk even a few paces to replace a supermarket shopping trolly.

    2nd. While I'm at it...drop a hint to the Government introducing a a Doctors certificate for Road and Pavement tax plus third-party insurance on motorised 'Jolly-trolley' scooterists whose drivers tank up and down pathments like demented teen-agers. 75% don't really need them, just look at the number parked outside shop doorways!”

    Some are, Supermarkets various, B and Q, Next and Asda Living and neighbours, The Range, that shop opposite, Dunelm Mill, Argos and those up the top of town on Outer Circle.

    Exercise your powers of free will and permanently boycott ALL shops that require you to pay for parking and use only the ones that provide FREE parking.”

    “Bad idea! For the high street there needs to be more free car parking. I like shopping in Lincoln, going in actual shops, but trolling round for a car parking space and then paying for the privilege, then having to rush back and put some more money on because i'm taking longer than i thought, makes me shop on line.

    If more people could park free more people would shop, shops would make more money in Lincoln rather than internet shops, more tax would be raised, more people employed, in monetary terms more revenue than would be taken from car parking.”
