Twenty-three residents were evacuated from Grinter House, in Grinter Close, North Hykeham, and the Army carried out a controlled explosion on the device.
Jean Higgs, support co-ordinator at the sheltered housing and retirement complex, spotted three plastic drinks bottles taped together with a pen sticking out the top propped up on a kerb.
The bottles contained a clear liquid which was later identified as water.
Police were called at about 7pm on Wednesday and the evacuated residents were looked after at the Harrows Inn, in Lincoln Road, before being allowed to return home at about midnight.
"It is impossible to say at this stage if the incident was the result of a deliberate hoax or a childish prank," said Inspector Paul Stubbs.
"If this was a deliberate attempt to cause a scare, it is important for the culprits to be aware of the police officer time and the staff time from other agencies that had to be committed to this incident."
