Mark Dunham (39) ripped a security tag from a top at Envy in High Street, Lincoln, and after dropping it in a carrier bag exchanged it as damaged.
On leaving the store on August 8 he was detained and police officers arrested him. He was later released on bail.
Just a few hours later at 1.30am on August 9, he was stopped by police as he cycled towards the Birchwood area.
As they talked to him, he turned away from them and threw something over a fence.
Officers searched the area and found a syringe containing liquid amphetamine – a class A drug.
Dunham, of Halton Close, Birchwood, pleaded guilty to fraud, criminal damage and being in possession of a class A drug.
He was fined £50 for the fraud, £50 for possession of drugs, £15 for the criminal damage and ordered to pay a £15 Government surcharge.
Magistrates ordered that the drugs be forfeited and destroyed.
