“There is no ban on drinking in Lincoln City Centre - there is, however, a regulation which requires any person drinking alcohol in the prescribed area to desist from doing so if asked by a police officer or PCSO.
Drinking alcohol is still permitted if it's creating no problems.”

“Sir_Chasm - I was actually commenting on the general issue of city centre drinking which seems to go on unchecked. For example, 'this area' is referring to the 'centre of Lincoln'. Lincoln Central Market is also a public place hence the arrest for being drunk and disorderly. Your misplaced sarcasm is duly noted.”

“"I had thought there was a bye law prohibiting public drinking in this area. If there is I've not seen much evidence of its enforcement."
I'd guess that the reason they didn't get arrested for drinking in public might be that they weren't actually drinking in public. You see, there are these things called 'public houses' where people can go to drink quite legally. As it was, one person was arrested for being drunk and disorderly and the reason for that is probably because they were drunk and disorderly. However, I admit I wasn't there and I've reached this conclusion purely by reading the story and applying logic and reasoning.”

“There still seems to be issues with groups drinking and being drunk during the day in the centre of Lincoln. It can be very unpleasant walking by these groups particularly when with the family and children. I had thought there was a bye law prohibiting public drinking in this area. If there is I've not seen much evidence of its enforcement.”
